Key Consultants
Mr. Olsen is a Senior Consultant with The North Star Group, LLC and
is a seasoned professional with over 42 years of experience in strategic
planning, contract negotiation and administration, total quality management,
project management, financial management, labor relations, operations
and telecommunications engineering.
Prior to joining The North Star Group, Mr. Olsen was a Consultant for
Verizon Communications based in Hunt Valley, MD where he was the primary
liaison with the Maryland State Highway Administration and Baltimore
and Howard County Public Works departments in the negotiation and implementation
of right-of-way permitting to support Verizon’s Fiber to the Premise
(FTTP) strategic initiative.
Mr. Olsen began his career with C&P Telephone continually progressing
to more senior level positions in the areas of Engineering, Construction,
Operations, IT and Operations Support. During the course of his
career Mr. Olsen led his respective teams through multiple corporate
integrations within C&P Telephone, Bell Atlantic, and ultimately
Verizon Communications. During his nearly forty years with Verizon
Mr. Olsen held numerous positions including: Director-Operations
Assurance, Director-Field Operations/Enhanced Services and Director-Business
Operations Support.
A brief summary of Mr. Olsen’s key accomplishments:
- Officer and key member of executive team
that developed and successfully implemented
the business plan to create Verizon Connected
Solutions; grew subsidiary to 3500 employees
spanning six states and the District of Columbia
- Successfully developed and implemented the
strategic and tactical plans for Verizon Connected
Solutions in MD, DC, and VA
- Developed and implemented an Integrated
Fundamental Planning process for OSP Engineering
resulting in documented annual savings of
$2M
- Led Verizon Connected Solutions development
and establishment of a successful ISO 9001-2000
certified system
- Developed a Business Performance Analysis
process that was widely adopted by various
business units within Verizon Communications
Mr. Olsen attended various Business Management courses at Loyola College,
Baltimore, MD. Mr. Olsen is also a certified Quality Education
System Instructor from the Verizon Quality Institute and a graduate of
the Leaders of Management program from the Wharton School of Business
at the University of Pennsylvania.

Mr. Fleming is a Senior Consultant with The North Star Group,
LLC and is a seasoned professional with over 27 years
of experience in strategic planning, personnel and financial management,
supply chain management, and process development and improvement.
Prior to joining The North Star Group, Mr. Fleming was Executive Vice
President for Quality Cleaning Corporation based in Manhattan, NY where
he managed the day-to-day operations to include financial planning and
management, personnel management, contract administration, and sales.
Mr. Fleming began his career with the United States Army as a commissioned
officer. During his nearly thirty years in the United States Army
he held the following positions: Adjutant General - 25th Infantry Division, Deputy Director, Political – Military
Affairs, Plans and Policy Directorate of the Organization of the Joint Chiefs
of Staff, Executive Officer to the Assistant Secretary of the Army for Manpower & Reserve
Affairs, Director NATO Orientation Course and National Defense University.
A brief summary of Mr. Fleming’s key accomplishments:
- Developed and implemented academic program and associated curriculum
for mid- to senior-level officers in preparation for NATO assignment
- Streamlined administrative organization of 25th Infantry Division
resulting in 8.5% productivity improvement
- Achieved 19% increase in Sales during first year at Quality Cleaning
Corporation
- Completed two tours of Vietnam with the United States Army Headquarters
- Vietnam and the United States Army Support Command - Da Nang
Mr. Fleming graduated from Ripon College, Ripon, Wisconsin with a Bachelor
of Arts degree. In addition, Mr. Fleming has a Master of Science
degree from the University of Southern California, Los Angeles, California. Mr.
Fleming is also a graduate of the Adjutant General Officer course, Army
Command and Staff College and the Army War College.

Mr. Miller is a 1955 graduate of the US Military Academy. He later earned a BS in Civil Engineering and a MS in Nuclear Engineering from the University of Michigan. His doctorate was awarded by George Washington University.
He has extensive experience in Engineering, Project Management and Contract Administration gained over twenty years’ service with the Corps of Engineers and the Atomic Energy Commission (AEC). He also served as a Research Director at the USG Corporation Research Center where his responsibilities included fire research and construction systems product development and testing..
While working for the AEC as a Project Engineer, he participated in the development of mobile nuclear power plants. He was responsible for project management, systems engineering and laboratory research activities, including material testing and nondestructive test methods.
He later directed the nuclear engineering program at the US Military Academy at West Point, NY. In this capacity, he taught reactor design, shielding and thermo-dynamic design, and directed research projects involving engineering applications of nuclear radiation.
Subsequently, he directed the Army Nuclear Power Program and was responsible for nuclear power plant operation and decommissioning, the training of all military land-based nuclear power plant operators, and non-nuclear energy research for Army posts.
Mr. Miller’s experience includes construction usage of explosives and the design and construction of airfields and highways as well as reinforced concrete, steel and timber structures. He also taught senior-level courses in structural analysis and steel design at West Point.
As Chicago District Engineer for the Corps of Engineers, he was responsible for the rehabilitation of mass concrete locks and dams on the Inland Waterway System in Illinois and Wisconsin, repair and maintenance of harbor structures, development of water resource projects, and emergency construction operations during floods and natural disasters.
Mr. Miller is a registered Professional Engineer in Illinois and Michigan. He is a member of the American Society for Testing and Materials (ASTM), American Nuclear Society, the Society of American Military Engineers, the national honor society of Phi Kappa Phi and has been a certified Plant Engineer of the American Institute of Plant Engineers.
